You can get big fines for not following the rules.

There are actually several rules for biking in Denmark. You can’t have two people on the same bike – you can be handed a rather hefty fine. You might be able to argue your way out of it, but I wouldn’t take the chance. Remember to have a light on your bike. Two things are important here. First, the cars can’t spot you without front and back lights, so you’re taking a great risk riding without it, even though you’re careful. Second, you’ll get a fine from the police. Again, not a small one! Also, you are not required to wear a helmet, although it’s a good idea to have one. Not everyone fancies riding around with a helmet on, so this decision is solely up to you.
